Assiniboia Community Committee

With the 2018 ward boundary changes, Janice now represents the Waverley West ward and serves on the Assiniboia Community Committee (ACC) with neighbouring Councillors of both the St James and Tuxedo, Charleswood, Westwood wards.  The ACC meets monthly to address residents’ concerns, development and other ward related issues. City Council

As an elected representative, Janice represents the Waverley West ward on City Council as well as in her roles on Standing Policy Committees.  Winnipeg’s City Council meets monthly, and meetings can be attended by the public, or viewed on your computer through a live stream.  To see an upcoming meeting agenda, visit Agenda.

Elected City Councillor, South Winnipeg - St Norbert (2014-2018)

In 2014 Janice was elected as City Councillor to represent the South Winnipeg – St. Norbert ward.

Acclaimed City Councillor, Waverley West (2018-2022)

In the October 2018 Municipal Elections, Janice ran unopposed and was acclaimed as City Councillor for the newly created Waverley West ward.

Elected City Councillor, Waverley West (2022-2026)

In the October 2022 Municipal Elections, Janice was elected as City Councillor to represent the Waverley West ward. 

Deputy Mayor (2022-present)

Janice serves as Deputy Mayor for the City of Winnipeg.

Standing Policy Committee of Infrastructure Renewal & Public Works (2014-2016 Chair – 2022-present Chair)

Janice served as Chair of the Standing Policy Committee on Infrastructure Renewal and Public Works. This Committee is responsible for the Transit and Public Works departments. A list of role responsibilities can be found in section 63 of the City of Winnipeg Charter.

Standing Policy Committee on Finance (2015-2018 – 2022-present)

Janice served as a member of the Standing Policy Committee on Finance.  A list of responsibilities can be found in section 63 of the City of Winnipeg Charter.

Deputy Speaker (2018-2019)

Janice serves as Deputy Speaker for the City of Winnipeg.

Standing Policy Committee on Property and Development, Heritage, and Downtown Development (2018-2022)

Janice serves as a member of the Standing Policy Committee on Property and Development, Heritage, and Downtown Development.  A list of responsibilities can be found in section 63 of the City of Winnipeg Charter.

Standing Policy Committee on Innovation (2016-2017, 2018-2022)

Janice serves as a member of the Standing Policy Committee on Innovation.  A list of responsibilities can be found in section 63 of the City of Winnipeg Charter.

Governance Committee of Council (2017-present)

Janice serves as a member on the Governance Committee of Council. This committee is responsible for ensuring the decision-making process at City Hall is participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive, and follows the rule of law.

Standing Policy Committee on Water and Waste, Riverbank Management and the Environment (2017-2018)

Janice served as a member of the Standing Policy Committee on Water and Waste, Riverbank Management and the Environment.  A list of responsibilities can be found in section 63 of the City of Winnipeg Charter.

RBC Convention Centre Board (2018-present)

The affairs of the RBC Convention Centre are governed by a volunteer Board of 15 Winnipeg citizens, through provincial legislation under The Convention Centre Corporation Act. The Board is structured into three standing committees – Marketing, Finance & Audit, and Executive. Councillor Lukes sits on the Board of Directors and the Marketing Committee. 

Transit Advisory Committee Centre Board (2022-present)

This is an advisory committee to review industry practices, assess and determine trends and recommend strategies to improve safety on the Winnipeg Transit system.

Ad Hoc Committee on Development Standards (2022-present)

The committee consists of the Chairs of Property and Development, Finance and Public Works. The Committee meets to review development standards.

Deputy Mayor (2022-present)

Where the mayor is absent or unavailable for any reason, the deputy mayor must perform the duties and functions, and may exercise the powers, of the mayor. A complete list of role responsibilities can be found in section 59(5) of the City of Winnipeg Charter.

Chair, Standing Policy Committee of Public Works (2022-present)

Janice serves as Chair of the Standing Policy Committee on Public Works.  This Committee is responsible for the Transit and Public Works departments.   A list of role responsibilities can be found in section 63 of the City of Winnipeg Charter.

Standing Policy Committee of Finance (2022-present)

Janice sists on the Standing Policy Committee on Finance.  This Committee is responsible for City’ financial issues.  A list of role responsibilities can be found in section 63 of the City of Winnipeg Charter.

Mayor Bowman appointed Janice to the following:

Janice served as Acting Deputy Mayor for the City of Winnipeg.  When the Mayor and the Deputy Mayor are both absent or unavailable for any reason, the Acting Deputy Mayor shall perform the duties and functions, and may exercise the powers of the Mayor.   A complete list of role responsibilities can be found in section 59(6) of the City of Winnipeg Charter.

Council Representative to the Partnership of the Manitoba Capital Region (2014-2018)

Appointed by Mayor Bowman, Janice served as Co-Chair of the Winnipeg Metropolitan Region PMCR works to develop a competitive, economically strong Capital Region by building strong civic leadership in the Capital Region, strengthening working relationships, creating awareness of Capital Region issues and concerns, and resolving issues.
