Bison and Waverley Intersection Improvements – Design Study to Start

The City of Winnipeg has issued a request for bidders to submit a design study on the Bison and Waverley intersection. This is a significant step forward in making the very needed east – west connection for 65,000+ residents of the Waverley West ward. This road extension and intersection, when constructed –  will alleviate traffic volumes at the north bound Kenaston / Abinojii Mikanah intersection and the southbound Waverley / east bound Bison intersection. It will also remove a great volume of traffic from collector and residential roads. Currently, all forms of Waverley West traffic are using residential and collector roads to make the east west connection. The construction of this east west connection will enable a dramatic improvement for vehicular traffic, active transportation and transit.

Funding has been secured to conduct a study and Class 3 cost estimate for the  extension of Bison Drive –  including intersection improvements at Waverley Street to achieve the following:

  • (a) Complete the regional street network connecting Waverley West to the existing regional network.
  • (b) Close existing gaps in the Primary Active Transportation network along Waverley Street and Bison Drive in accordance with the Draft Bicycle Network in the Transportation Master Plan: 2050.
  • (c) Facilitate the long-term Winnipeg Transit Master Plan by completing the Frequent Service network on Bison Drive.
  • (d) Accommodate safe and efficient operations for all users.

Two alternatives for the Bison extension and three alternatives for the Bison Drive and Waverley Street intersection will be prepared and analyzed. There will be public information sessions on this project, probably in the fall 2025.

Active Transportation

  • There are significant east west gaps in Active Transportation pathways both east – west and north – south. The study will include an in depth look at the connections: These connections included, but are not limited to:
  • (i) Existing pathways on Bison Drive and Waverley Street
  • (ii) Bridgewater Park
  • (iii) Future South Winnipeg Recreation Campus
  • (iv) Pembina Trails Collegiate and Bison Run School
  • (v) Public Reserve north of Bison Drive between North Town Road and Waverley Street
  • (vi) Arbour Meadow Gate/Lake Crest Intersection
  • (vii) Future pathway on Lee Boulevard                                                                                                                          A budget will be determined when the study is complete and final designs are decided. Some funding is already secured from the developers, and the balance will be provided by the City, pending budget approval. It is important to note that in the City’s recent transportation master plan update, this intersection is listed as a short term priority (2026 -2033). Note from the attached map, there are many short term priorities.
