Chancellor Drive &  Bishop Grandin Blvd Intersection – Safety Improvements

Due to rapid growth southwest Winnipeg, I’ve asked the public works engineers to study safety improvements at the  interaction of the Bishop Grandin Boulevard off-ramp and Chancellor Drive

Due to growth in southwest Winnipeg, I’ve asked the public works engineers to study safety improvements at the  interaction of the Bishop Grandin Boulevard off-ramp and Chancellor Drive.

MOTION – September 9th – 2023

WHEREAS according to Stat Canada between 2016 and 2021, the Waverley West ward experienced a 27.2% increase in population, resulting in being the ward with the largest population growth in the City of Winnipeg.

AND WHEREAS 41,335 residents moved into primarily the Neighbourhoods of Bridgwater, South Pointe and Prairie Pointe, all located east of Pembina Highway

AND WHEREAS Pembina Highway is the primary retail area that serves the Waverley West Ward

AND WHEREAS the University of Manitoba is the second most commuted to destination in the City of Winnipeg

AND WHEREAS there are no direct east west collector streets between Kenaston Blvd and Pembina Highway other than the Perimeter and Bishop Grandin Blvd

AND WHEREAS to access the University of Manitoba vehicular traffic must enter the off ramp of Bishop Grandin, turn east on Chancellor Drive, then proceed east over Pembina and onto University Crescent

AND WHEREAS to access Pembina Highway, vehicular traffic must enter the off ramp of Bishop Grandin, turn east on Chancellor Drive, then proceed south on Pembina Highway

AND WHEREAS the intersection of Bishop Grandin off ramp and Chancellor Drive also includes the intersection of two volume retail centres including a high volume fast food business and gas bar

AND WHEREAS because of  the increased population and volume of vehicular and pedestrian traffic,  retail businesses want to see improved safety at the intersection of Bishop Grandin off ramp and Chancellor Drive

THEREFORE BE IT RESOLVED that the Winnipeg Public Service be directed to study the intersection of the Bishop Grandin Boulevard off-ramp and Chancellor Drive, considering light timing, vehicular and pedestrian access to the retails centres, fast food business, gas bar, access to Pembina Highway and the University of Manitoba, and report back with recommendations on improved safety measures.
