Winnipeg Zoning By-Law Review – Open House
In addressing the rental housing challenges in the South Winnipeg-St. Norbert ward, I’ve been working closely with many City Departments, including Planning, Property and Development. One of the keys to this complex issue is City by-laws and their enforcement.
The last review of the Winnipeg Zoning By-law was completed in 2014. The Winnipeg Public Service has completed another review, and is seeking public input on proposed amendments. Their report proposes a total of 66 “minor” amendments and 10 considerable or “major” amendments, referred to in Appendix “A” and “B” of the report.
As outlined in the City’s News Release (see below), the main focus of the public engagement being held on October 20 is the 10 “major” amendments in this report, to which one additional change was added regarding attached secondary suites. The City is asking for input on a total of 11 “major” amendments shown in the image below (click on the image to increase its size):
PLEASE NOTE: If you are unable to attend the open house, you can still view the open house display boards and provide feedback by filling out a survey. Additional comments may be E-Mailed to firstname.lastname@example.org. The deadline to provide feedback is October 27, 2016.
Some of the proposed changes (i.e. parking and secondary suites) could have a positive impact on the challenges faced in our ward. In the weeks to come, I’ll be continuing to review these changes and provide more insight on their ramifications.

Citizens are invited to attend a public open house on proposed amendments to the Winnipeg Zoning By-law No. 200/2006. The City of Winnipeg has committed to reviewing its two zoning by-laws on a regular basis to address any errors and omissions, and to improve clarity and alignment with the policies of OurWinnipeg and the Complete Communities Direction Strategy:
1) Winnipeg Zoning By-law: Applies to all areas of the city outside of the downtown Winnipeg boundaries. Its intention is to promote the orderly use and development of property and structures, supports the health, safety and general welfare of the City
2) Downtown Zoning By-law
