City Council Committees 2019 – 2020

Today (November 6th) in accordance with Section 57.3 of the Procedure By-law No. 50/2007, the Organizational Meeting of Council was held at 9:30 a.m. The Mayor selected and appointed the Deputy Mayor, Acting Deputy Mayor and members of the Executive Policy Committee.

These select eight (8) Councillors will now receive copious amounts of confidential information and private departmental briefings that are not shared with the other seven (7) elected Councillors.

The Mayor’s Executive Policy Committee members chair each Standing Policy Committee.  In addition to their regular salary, they receive salary increases and chairmanship funding – details below (chairmanship funding expenditures adhere to the Councillor’s Ward Allowance Fund Policy)

Councillors select representatives who will sit on the Standing Policy Committees, the Speaker and Deputy Speaker. The chart identifies the roles each Councillor will hold for the upcoming year (Nov 2019-Nov 2020).

This exercise of annual selection and appointments is a part of the larger ‘governance model’ that guides the City of Winnipeg in all information sharing and decision making. The governance model the city uses to share information and make decision has not been updated in over 20 years (Most large organizations review governance every 2-5 years).

  • I strongly believe we make poor decisions on behalf of taxpayers because of the current governance model used by the City.
  • Citizens elect representatives to make decisions on their behalf. Citizens expect ALL Councillors to be well informed when making multi-million dollar decisions.
  • When just under half of Council is restricted from receiving ALL the information and department briefings – I know substandard decisions are made and these decisions COST taxpayers dearly.

Many Councillors believe good governance is critical to how an organizations functions and makes decision. Following much hard work advocating to update to the City’s governance model, a governance review is now underway. This review is expected to be complete in March. I will be posting more information on the governance review process in the coming weeks.
