Budget 2022

The preliminary 2022 Operating and Capital budgets for the City of Winnipeg will be tabled at a special meeting of Executive Policy Committee on Friday, November 26th. For those who would like to register as a delegate, they can contact City Clerk’s by email cityclerks@winnipeg.ca or call 204-986-8665, and must register by 4:30 p.m. the day prior to the meeting. Once registered, delegates will be provided with the information required to participate.

The Mayor appointed only his Executive Policy Committee to be on the ‘2022 Budget Working Group’. No other Councillor has been included in the 2022 Budget Working Group this year. Councillors not included in the Budget Working Group are able to provide input and meet with the Finance Chair, but do not have the ability to receive in depth department briefings, review risk lists, or have influence over final decisions.

Also this year, the timeline to review the billion dollar capital and operating budget, is only 7 business days before Council votes on it. Its’ virtually impossible to scrutinize how your tax dollars are being allocated. This is not an open and transparent process. The current governance model allows this approach to developing the budget.

Public Engagement

The public engagement process indicated that Winnipeggers priorities were community safety, community services, roads, driving efficiencies and public transit. The public engagement and other information about the 2022 Balanced Budget Update can be accessed here.

In addition to these survey results being used to inform budget decisions, they are also used to prepare the City of Winnipeg’s Community Trends and Performance Report. This annual report is prepared early in the budget process to provide broad demographic as well as performance data to facilitate decision making and to provide context to the city budgeting process. It includes the City of Winnipeg’s Organizational Balanced Scorecard as well as a host of organizational performance measurements. Members of the public are encouraged to continue participate in the Balanced Budget Update process.
