Provide Feedback on Residential Parking Permit and Loading Zone Programs

The Winnipeg Parking Authority (WPA) is currently reviewing its delivery of the residential parking permit and loading zone programs. Winnipeggers are invited to provide their feedback on these programs through online surveys or at upcoming pop-up public engagement events.
The residential parking permit program allows residents to park for longer durations than normally allowed in on-street time-limited parking areas. Through the permit program, local residents can be exempted from time restrictions, which allow them to park close to home for an unrestricted length of time.
Loading zones are designated on-street curb spaces that are signed for short-term use by vehicles, restricting the availability of on-street parking for general use. Loading zones may be installed to accommodate dropping off and picking up passengers with limited mobility and/or to accommodate short-term use to load or unload goods.
The residential parking permit program has been in operation for the last 20 years. Shifts in parking trends and needs, including an increased number of downtown residents, costs of delivery and enforcement, and the demand for loading zones, have resulted in the need for the WPA to review the current residential parking and loading zone programs. The review includes an assessment of industry best practices as well as discussions with stakeholders and the public, which will help identify parking trends, existing challenges, and solutions.
