Reporting Health Order Violations

As the number of COVID-19 cases remains high in Winnipeg, Community Service Ambassadors have returned to City-owned parks to help educate people what is allowed under the current pandemic restrictions. Ambassadors will be taking an educational approach, but please know they can contact By-Law Enforcement Officers who can issue tickets under the public health orders if that is determined to be needed. The majority of people follow health orders, but violations are still being reported to my office on a regular basis.

Increased Fines
- The Province of Manitoba has increased fines for violating Provincial Health Orders and is seeking additional ways to ensure payment.
If you see gatherings or any other actions that violate health order:
- To report of a gathering on a private residential property,
- Call Winnipeg Police non-emergency line at 204-986-6222 IF the violation is ongoing
- Call 311 IF the violation is NOT happening at the moment
- To report violations/infractions at commercial properties or business establishments (restaurants, bars, retail, personal Care homes, MB Housing, assisted living facility, schools, churches, etc.), you can
- File a report online via the Province’s Tip-line or call them at 1-866-626-4862
- Contact 311 and they will report on your behalf
- To report violations at City parks including The Forks,
- Call 311 and a Community By Law officer will be sent out
- To report violations on Legislature ground (like rallies),
