In new developments, the developer is responsible for maintenance for a period of years following final construction of ie: parks, fountains, playstructures, mowing of boulevards, etc. At various points over the years, the City takes on maintenance of different areas. It can be complicated understanding who is responsible. Please see Prairie Pointe Maintenance Map that identifies who is responsible for maintenance of certain items.
